National Maternity and Neonatal Investigation: Terms of Reference

Baby Lifeline welcomes the publication of the terms of reference for the National Maternity and Neonatal Investigation, and the appointment of Baroness Valerie Amos as Chair, supported by a team of experienced advisors.

This independent rapid investigation represents an important opportunity to set maternity and neonatal safety on a better course. We welcome the appointment of Baroness Amos, whose commitment to equity and accountability is vital.

It is essential that the investigation is given the resources and support required to achieve its aims. We particularly welcome the strong focus on listening to the voices of families and staff, and on addressing inequalities that have persisted for too long. Crucially, this investigation must also draw on the extensive knowledge and evidence already available about the problems in maternity safety, and bring these together into a single, coherent national action plan that is fully funded and properly resourced.

Judy Ledger MBE, Founder and Chief Executive of Baby Lifeline, said:

“For decades, families have shared their experiences of devastating harm in the hope that lessons would be learned. Too often, those lessons have not been acted upon. This investigation is a moment of hope – the best opportunity in many years to finally deliver the change that women, babies, families, and the dedicated staff who care for them deserve. Baby Lifeline stands ready to support this investigation in any way we can.”
